Congruency axiom involving 2 sides and an angle is SAS. For that the angle should be in between two sides. equality in two sides and any angle other than angle will not make the triangles congruent.
Only exception is for right angled triangles. The rule is RHS (Right Angle-Hypotanous- Any Other Side)
