Power of First Bullet  =  (1/2) M V² / T

second bullet  Mass = 2M  & Velocity = V/2

Power of second bullet = (1/2) (2M)  (V/2)² / T

= (1/2) M V² / 2T

Power of First Bullet / Power of second bullet   =  ( (1/2) M V² / T ) / ((1/2) M V² / 2T)

= 2
