Now,

 {(2x -  \frac{1}{3y} )}^{3}  \\  \\  =  {(2x)}^{3}  - 3 {(2x)}^{2} ( \frac{1}{3y} ) + 3(2x) { (\frac{1}{3y}) }^{2}  -  {(3y)}^{3}  \\  \\  = 8 {x}^{3}  -  \frac{ 4{x}^{2} }{y }   +  \frac{2x}{3y}  - 27 {y}^{3}

Formula :

 {(x  -  y)}^{3}  =  {x}^{3}   -  3 {x}^{2} y + 3x {y}^{2}   -  {y}^{3}
