1) Because out of that proportion just 3 percent of water is fresh and 97 percent of water is saline present in the oceans and seas

2)out of 3 percent of freshwater ,1percent is in the form of ice and snow at glaciers and mountains

3) Also,people waste water and overuse which causes scarcity of water
