Yup it is divisible by 7

 {3}^{4n + 1} + {2}^{2n + 1} = f(x)
For n = 0 f(x) = 7
For n = 1 f(x) = 243 + 16 = 259

Which is also divisible by 7 , 37 times

Hence Proved :)
