A rational is a number of the form p/q where p and q are integers with q not equal to zero.

So there is no restriction as to the signs of p and q.

For example a rational number can be 23/47 ( both p and q positive )

-23/47 ( p negative and q positive), 23/-47 ( p positive and q negative)

-23/-47 ( both p an q negative).

Although all the four examples satisfy the definition of rational number, it is customary to write 23/-47 as -23/47 (saying + divided by - is minus) and -23/-47 as 23/47 (saying - divided by - is plus)
