If angular acceleration is constant, we have

\theta =\omega_0t + \frac{1}{2}\ \alpha t^2\\\\\\\implies 15^o =0 + \frac{1}{2} \alpha t^{2}\\\\\implies 15^o = \frac{1}{2} \alpha t^{2}\ -----1

For the second condition (time 3t sec)

\tt {\theta_1 = \frac{1}{2} \alpha (3t)^2\ -----2}\\\\

\sf {So,\ \Delta \theta = \theta_1 - \theta_2 =120^o}
