• Each of the union territories and Indian states has its own unique two-letter code.
• In the 1980s, this two-letter referencing system was put into use.
• Before that, there was a three-letter code for each district or regional transport officer's office that did not include the state.
• This caused a great amount of confusion, as MMC 8259 could be used everywhere in the nation.
