3. Why do Na2CO3 and NaOH not react?
Both are alkali

NaOH and Na2CO3 both are bases and bases generally react with acids to yield neutral solutions bit exceptional cases are of amphoteric oxides and hydroxides which react with both acid and bases to form neutral salt and water.
