       Section164

Every person who is entitled to be registered as a voter in the relevant part of the electoral rolls of the Assembly under the Representation of People Act, 1950, shall be entitled to be registered as a voter in the list of voters for the electoral division.

                                         It is done before two months of the expiry of the duration of a Gram Panchayat, Panchayat Samiti or Zila Parishad.

Or any such time as the State Election Commission may after consulting the Government, determine it.

A list of voters for every electoral division in respect of such Gram Panchayat, Panchayat Samiti or Zila Parishad may be determined under section 162 and enforce at the time when such list is prepared.The three-tier system of the Panchayati raj are: Gram Panchayat - In the village level.
