Here is your answer :

4(2x+3y)=9+7y

=> 8x + 12y = 9 + 7y

=> 8x + 12y - 7y - 9 = 0

=> 8x + 5y - 9 = 0 - - - - - - - - - (1)

3x+2y=4

=> 3x + 2y - 4 = 0 - - - - - - - - (2)

Solve eqⁿ (1) and (2)

$x = - 2$

$\frac{y}{5} = \frac{1}{1}$

$y = 5$
