Here is the answer you were looking for:
 {( \frac{4}{6}) }^{ - 2}  +  {( \frac{1}{4} )}^{ - 3}  +  {( \frac{2}{7} )}^{ - 1}  \\

We know that,

 {( \frac{a}{b} )}^{ - m}  =  {( \frac{b}{a} )}^{m}  \\

 =  {( \frac{6}{4} )}^{2}  +  {( \frac{4}{1} )}^{3}  +  {( \frac{7}{2} )}^{1}  \\  \\  =  \frac{ {6}^{2} }{ {4}^{2} }  +   {4}^{3}  +  \frac{7}{2}  \\  \\  =  \frac{36}{16}  + 64 +  \frac{7}{2}  \\  \\  =  \frac{36 \times 1 + 64 \times 16 + 7 \times 8}{16}  \\  \\  =  \frac{36 + 1024 + 56}{16}  \\  \\  =  \frac{1116}{16}  \\

In decimal = 69.75
