1) They maintain discipline and decorum in the house and can punish a member for unruly behaviour by suspending them. They also permit the moving of various kinds of motions and resolutions such as a motion of no confidence, motion of adjournment, motion of censure and calling attention notice as per the rules.

2) India has adopted a federal form of government in which there is a strong national government at the centre and powers are distributed to the state and local government. The Constitution makers went ahead with the thought of federalism because of India's large size and diversity.

3) While allocating the portfolios, the Chief Minister takes into account several considerations such as the political experience of the minister, awareness regarding the public opinion, field expertise, leadership qualities, and administrative skills.
