The answer is Option (3) i.e., No

Explanation:

In the particular year, the number of days between 12 March to 23 September = ( 31 -19 )(March)  + 30(April)  + 31(May)  + 30(June)  + 31(July)  + 31(August)  + 23(September)

= 195 days

So, when we divide 195 by 7 we get,

           27 weeks + 6 days (remain)

From 12th March, after completing 27 weeks we get Sunday

And

    On adding the left 6 days in Sunday we get Saturday i.e., 23 September

Hence,

        23rd September in that year is not a holiday.

For the rest options, as we know in a leap year there are 366 days and the extra 1 day get added in February and in the given question the month start from March.
