Before going to solve we must know

1 degree = 60 minutes

1 minute = 60 seconds

Hence

1 degree = 3600 seconds

==> 1 second = 1 / 3600 degrees

Multiplying both sides by 4

4 seconds = 4 / 3600 degrees

4 seconds = 1 / 900 degrees

∴ 1'' = 1/60 × 1/60
