Water's composition is H2O which means that for each atom of Oxygen, we also have two Hydrogen atoms. By atomic weight, they combine in the ratio Hydrogen 1:8 Oxygen and by number of atoms per molecule, they combine in the ratio Hydrogen 2:1 Oxygen.
