There were at least two in ancient times: Democritus in Greece and Maharishi Kanada in India. However, both ideas were introduced in order to deal with logical problems: Democritus was worried about Zeno’s paradoxes and gave the atomic idea to stop the infinite subdivision of space; Maharishi Kanada to resolve a paradox relating different types of infinities (the infinity of matter in a pebble and the infinity of matter in a mountain.)

Dalton, on the other hand, introduced the atomic theory as the only explanation for the empirical laws of chemistry (conservation of mass and constant proportions) that had been discovered by Lavoisier and Proust. He himself later discovered (empirically) the law of multiple proportions and found that his theory gave a simple explanation for it.
