It can be simplified as  \rm \sqrt{7^2}

Which means we got our answer as ' 7 ' which could be expressed in form of  \rm \frac { p } { q } as  \rm \frac { 7 } { 1 } where  \rm q \neq 0

Hence  \rm \sqrt{49} is a rational number.
