2. Read the following passage carefully:
I lived with Indian friends old and new. I realised that all the ills of India could have been mended easily
if there had been a Government whose purpose was first of all to benefit the people rather than to live
upon them. The dry country, for example, the fruitless land between Mumbai and Chennai, was already
famished, although it was only February. The sun was hot enough and any seed could grow, if there had
been water. And why was there no water? Why not sink tubewells, or even dig shallow wells, since I was
told, the water level was high? But the people were weak and exhausted. They did not have the strength
or will to do so after the years of foreign rule. It was even more than that. The worst of foreign rule is
that the people do not work to help themselves. There were always the British to blame. The blame was
not always just, but largely it was just. When the heart of a people is gone, their spirit too dies with it.
