it is because of the lack of transport facility. there is enough food for all. buffer stock has enough to feed all but it is lack of infrastructure and transport services that still some rural areas are without food. this affects the stock. the food unused becomes unfit to eat after time

tertiary sectors include school hospitals teachers etc

secondary sectors include manufacturing industries in which people can get employment
