case 1: F1

we should extend F1 vector as we can't say direction of vectors by head on head it should be tail to head or vise versa.

we got clock wise direction so it is positive

torque=F×R

torque=10×4

=40N

case 2:F2

like we did for 1st one apply here also.we get direction as anti clock wise which is negative

torque=-10×4

=--40N (negative 40N)
