we know,

specific gravity is the ratio of density of a substance to density of pure water.

and we know, density of pure water = 1 kg/m³.

thus, specific gravity =
 \frac{density \: of \: substnce}{density \: of \: water}

Also, density of water is highest at 4° Celsius
