draw a diagram with the rope to which the mass is attached to the spring balance being at 60 deg. to vertical.   The mass is attached by a horizontal rope and is under tension...

balancing forces in vertical direction:   mg = T Cos 60 
   So  T = 2 mg = 20 kgwt.
