If he mixes them and makes packets,

Total price of type 1 rice = 13.23 x 30 = 396.90 Rs. Total price of type 2 rice = 15.45 x 67.99 = 1,050.4455 Rs. Now to make packets of mix rice each containing 3450 g or 3.45 kg of rice we have to divide total weight by weight of each packet.
