rubber band is made of elastic material so it stretches as we apply a force on it ( a force in simple terms is a push or a pull, so when we pull it we are applying a force ) this fills it up with potential energy

as we remove this force the rubber band regains(comes back to) its original shape transforming the potential energy into kinetic energy .

also, if we apply too much force it breaks (ouch!)

potential energy is  the energy held by an object because of its position,shape or other factors....here we change the shape of the rubber band and it wants to come back to the old shape

kinetic is the energy that it possesses due to its motion. when we leave the rubber band it moves very fast back to its previous shape
