64( {x}^{2}  +  {y}^{2} ) - 16( {x}^{2}  +  {y}^{2} )
by taking out the common factors,we have
( {x}^{2}  +  {y}^{2} )(64 - 16)
 = ( {x}^{2}  +  {y}^{2} )(48)
is the answer
