is 50% the calculate power required.

Force applied

=

mg \sin( \alpha  )

= 4×10÷40 N(Given Sine of angle is 1/40)

= 1 N

Power

= 1×40 = 40 W

Thus,

Required power

= 40 ÷ 50% W

= 40÷(1/2) W

= 80 W (3)

Since I have taken g = 10 m/s^2 hence the answer is a little bit different.I hope you understand.
