base that is-7/19 is common to the both sides so the power that is 18 and 28 will be subtracted....

formula is: if base is same and divide is the symbol then the power will be subtracted..

so the solution:

18-28=-10

Step-by-step explanation:

( - \frac{7}{19} ) {}^{18} \div ( - \frac{7}{19} ) {}^{28} \\ = ( - \frac{7}{19} ) {}^{18 - 28} \\ = ( - \frac{7}{19} ) {}^{ - 10} \\ = ( - \frac{19}{7} ) {}^{10} \\ = ( \frac{19}{7} ) {}^{10} \\
