According to this, 9999 has four circles,
8888 has 8 circles, 1816 has 3 circles, 1212 has no circles. Then, 1919 has 2 circles.

Third 1816 = 6: 1 is worth unknown X , 8 is worth 2 which is established in the second equation and 6 is worth unknown Y ; therefore 1816 is X+2+X+Y = 6. fourth equation 1212=0 therefore 1 and 2 are worth 0 i.e. 0+0+0+0 = 0. this resolve 1816 = 6 ; 8 is worth 2 , 1(X) is worth 0 therefore 6(Y) is worth 4( 1816 is 0+2+0+ 4 = 6) and 1919=2 ; 1919 is 0+1+0+1 = 2.
