Given:

Hypotneuse = 5 m

Base = ?

altitude = 4 m

Base² = hyp² - alt²

b² = 5² - 4²

b² = 25 - 16

b  = √9

b = 3 m

When base is reduced by 1.6 m

Base = 3 - 1.6 = 1.4 m

hypotneuse =  height of ladder = 5 m

altitude = ?

alt² = hyp²- base²

alt² = 5² - 1.4²

alt² = 25 - 1.96

alt  = √23.04

alt  = 4.8 m
