The ball would fall fast in air than that in water because of denstiy of water is more than that of air and thus the buoyancy force exerted by air is less than that exerted by water so as the opposing force is much high in water the ball falls faster in air than in water

in air the ball drop fast as there is no negative force acting
but in water the boyant force produce negative force and allows the ball to float on it
