when the mass of the stationary ball is nearly equal to that of incident one,,or more than the mass of stationary ball,,,hope it helps

Mass of the ball = m  

If there is an elastic collision between a moving ball and a stationary ball, the incident ball will lose the maximum kinetic energy only when both the balls have same mass.

Hence if the mass of the moving ball is “m”, then the stationary ball should also have a mass “m” in order to make the moving ball lose its maximum kinetic energy.
