A basic oxide, which is insoluble in water, is Copper Oxide. Basic oxides form a base when put in contact with water. Since oxide is a strong base so the reaction goes 100%. But CuO(Copper Oxide) does not react with water and remains beneath the water because the oxygen in water is locked into a substance.
