A bell is provided with a big outer case.
The reason behind it is that the metals are very deep and full which produces clear and louder sound.
In other words metals produce sonorous noise due to the multiple reflection of sound and the sound can be amplified easily from bell with a big outer case.

A sound is produced in a bell when the bob at the centre is made to strike the other case and the case starts vibrating. Since the surface area of the outer case is large,it displaces a large volume of air. Thus,it produces a loud sound.
