because the man acts as a conductor between the line and the Earth.
whereas the bird is not touching anything so current does not pass through its body.

Answer:

The circuit between the bird sitting on the live wire and the earth is not complete and no current flows through the body of the bird which remains safe.

However, if a man standing on the ground touches the same wire, the circuit to the earth is complete through his body and a heavy current passes through his body, causing a fatal shock.

This is the reason why a man standing on the ground touches the power line with bare feet and gets a fatal shock but a bird sitting on the power line does not experience any shock.
