On a high power line the electrons moves to produce electricity to homes we know that but, when a bird sits on the line it doesn,t get shocked because when th bird sits on the line the electrons passes through it thinking it as a counductor but if the bird touches the other line it will get electrocuted because the flow of electrons is disturbed. Now according to your questions the man standing on the ground has different electrons in a sense less than the line that's why it gets electrucuted
