time = 3hrs in both cases.

speed of boat in still water(s1) = 9
speed of current(s2)= 3
 
case 1: from b to a
total speed = s1-s2 (as movement is against the current)
time = 3

dist = (s1-s2)*3

case 2: from a to b
total speed = s1+2 (as movement is along the current)
time = 3

dist = (s1+s2)*3

according to problem,
(s1-s2)*3 = (s1+s2)*3
s1-s2 = s1+s2

solving the equation, 
s2 = 0 which is obvious because the time taken to travel upstream and downstream cannot be same.
