total time =3hr
speed in downstream=9+3 =12kmph
speed in upstream=9-3=6kmph

let the distance b/w a to be x
so, time in going b to a (upstream)=x/6 hr
time in going a to b (downstream)=x/12 hr

as , x/6 + x/12=3
so, 2x+x/12=3
so, 3x=12×3=36
so, x=36/3=12 km.

Thanks.
