With reference to Newton's Third Law of Motion:

A boatman on the river bank pushes the boat with a thick bamboo stick to take the boat into the river. In this scenario according to the third law of motion of newton, for all the action that is done, there is an opposite and equal reaction.

The boatman pushes the water in the "opposite direction" to the speed of the water. The water when running in one direction being pushed by the boatman in the "opposite direction" by the bamboo pole.

The water propelled in the "opposite direction" makes the boat to propel in the forward direction. And hence for an action, there remains an equal and opposite reaction.
