It measures in cm that is 100 cm = metre.

to increase its accuracy you can divide the cm divisions to mm divisions.

For that you'll have to divide the ruler into 100*10 divisions that is 1000 divisions as 1 cm = 10 mm

So 12 Division =100×12

=1200 divisions as 1 cm 12 mm
