Initially bomb was at rest, hence initial momentum will be zero.

By law of conservation of momentum,

Pi = Pf

0 = m.v + 3m.v'

3m.v' = -m.v

v' = -v/3

Therefore, velocity of other fragment of bomb is v/3 in opposite direction.
