Going by a quick inspection, it looks like you need to look at it in thirtieths rather than fifths.

18/30 are blue

12/30 are red or blue (not red AND blue as the question wouldn’t make sense).

Of that 12/30, 9/30 are red, so 3/30 are green.

The difference between 12/30 and 3/30 is 60 green, so 9/30 is 60.

18/30 are blue

9/30 are red

120 + 60 = 180 total for red and blue.
