Solution:

A boy spends 35 cent each week for 12 weeks

Total Spent in 12 weeks = 35 * 12  =  420 cents

spends 40 cent each week for 8 weeks

Total Spent in 8 weeks = 40 * 8  =  320 cents

Total Weeks  =  12 + 8  = 20  Weeks

Total Spent = 420 + 320  = 740 Cents

Average spent per week = 740/20   = 37  Cents

Amount Spent in 19 weeks  = 35 * 12 + 40*7  =  700 cents = 7 $

amount left = 10 - 7  = 3 $

Fraction of amount left  = 3/10
