a bucket of water is filled faster in the downstairs tap then in the upstair's tap.why

Because when water is falling it first tends to go below the free surface of water and hence it is firstly getting stored at the down level (or downstair's tap). After that it tends to rise in level when more and more water are falling and exerting pressure per unit area of the bucket. Thus, slowly, it reaches upstair's tap.
