We know that  

Kinetic energy = 1/2 m v^2

According to question the bullet emerges with 10% of its initial kinetic energy.

So 10 / 100 x 1/2  mv^2 = 1/2 mv^2

  0.1 x 1/2 m u^2 = 1/2  mv^2

      0.1 u^2 = v^2

       0.1 x 100^2 = v^2

So v = √ 0.1 x 100^2

      v = √1000

          = 10 √10 m/s

        So v = 31.622 m/s
