here

u= 54 km/h

54 \times  \frac{5}{18}  = 15m /s

v=36 km/h

36 \times  \frac{5}{18}  = 10m /s

T= 15 min=15×60=300 seconds

substituting the Value

a =  \frac{10 - 15}{300}  \\ a =  \frac{ - 5}{300}

a=−0.016 m/s²
