If the car is moving at a uniform speed, that means there is no resultant force i.e. the forces are balanced... However if the thrust is increased then the car accelerates, speeds up, and the forces are no longer balanced...

Similarly if the brakes are applied, the forces are no longer balanced and the resultant force makes the car slow down.
