For Truck,
Let the Distance travel by truck is X km
Speed of the truck is 75 km/ hrs
Time = Distance/Speed
= x/75

Now for Car
Speed = 95 km / hrs
Distance to reach the truck is 0.21 + x
time \:  =  \frac{distance}{speed} \\  =  \frac{0.21 + x}{95}
Since time is equal when Car reach truck
so
 \frac{x}{75}  =  \frac{0.21 + x}{95}  \\ 95x = 75 \times 0.21 + 75x \\ 95x - 75x = 15.75 \\ 20x = 15.75 \\ x =  \frac{15.75}{20}  \\ x = 0.7875 hrs\\ x = 0.7875 \times 60 \: minutes \\ x = 47.25 \: min
So The Car take 47.25 minutes to reach the truck
