Explanation:

if scooter is ahead of car

then, from ground frame of reference

scooter is ata speed of 50km/hr and car at 90 km /hr.

From car frame of reference scooter is moving bachwards with a speed of 90-50 km/hr = 40km/hr

Answer:

let velocity of car be v1 = 90kmh

let velocity of scooter be v2 = 60 kmh

the relative velocity of car wrt scooter = v1-v2 = 90 - 60 = 30 kmh

whereas the relative velocity if positions are alterd will be v2-v1 = 60 - 90 = -30 kmh
