total number of cards = 52

total number of cards = 24 ( excluding the card of queen)

total number of cards of Queen = 4

total number of cards excluding the red and the queen cards = 52 - 24 - 4

= 22

probability of getting a card excluding queen and red cards = 22/52

= 11/26
